Community Advisory Council (CAC) Purpose
The purpose of the Randall Road Improvements Study CAC is to be a liaison between
the public and McHenry County Division of Transportation (MCDOT) to help develop
a Preferred Alternative that addresses the communities’ needs. Tasks for the CAC
will include assisting MCDOT in identifying the Purpose and Need for the project,
discussing the alternative evaluation criteria, reviewing design requirements, brainstorming
alternatives, reviewing the alternative evaluation results (including fatal flaw
and comparative analysis results), and distributing project information to the public,
among others.
MCDOT will work with the CAC (soliciting input and developing consensus) through each major step in the study process. The CAC will not be expected to make design decisions, rather they will be advisors to MCDOT to ensure all the issues are known and the appropriate alternative is developed. At the end of the study, CAC members, the public, and agencies should have an understanding of the project issues and the development of the Preferred Alternative and thus will feel ownership and support for the Preferred Alternative.
Time Commitment
The Randall Road Improvements Study CAC is scheduled to meet approximately 12 times
throughout the duration of the project; meetings may be added or deleted as needed.
The meetings will each be scheduled for a 2-hour time period. Early in the project
the CAC will meet 1 to 2 times a month; and as the documentation process begins
the meeting dates will taper out to once every 3 or 4 months. The meetings will
be facilitated by MCDOT and their Consultant Team.
CAC Meeting Topics/Dates
Table 1 presents the meeting topics and date. The dates have been pre-determined
to ensure the participation of most members. If a member cannot participate on a
given date, it is encouraged to send alternate representation.

CAC Membership
To be efficient, membership is limited to approximately 20 people. Members include
elected officials, community development or public works directors, maintenance
personnel, engineers, administrators, representatives from local agencies and organizations,
etc. Members are expected to be familiar with one or all of the following: community
issues, day to day operations within his/her agency or organization, and day to
day decision-making processes within his or her agency or organization. CAC Membership
